Parking and Transportation Services has adopted the Washington State Disability provisions and infraction fees as determined by RCW Title 46 Motor Vehicle Code. Persons with disabilities must possess a valid Washington state disability license plate or placard.
The permit is authorized for use by the person with disabilities only, per RCW Title 46 Motor Vehicle Code. Any person observed using a disability permit may be required to show Washington state disability identification to any police officer or Parking and Transportation Services parking checker. The operator of the vehicle must have the proper identification, or be physically transporting a passenger having valid state identification. Failure to produce identification may result in an infraction. Parking in a disability space without a permit is subject to a $350 fine. Abuse of an EWU disability permit is a $100 fine. Repeat violators will be required to return the disability permit.
Obtaining an EWU Disability Permit
A state disability plate or placard is required to obtain an EWU disability permit. Visit your doctor to request a state disability parking permit form. Both the applicant and the doctor must sign and complete the form.
Deliver the signed form to a Washington State Vehicle Licensing Center. You may request either license plates or a hanging placard. Temporary permits will only be issued on a hanging placard.
After receipt of placard/license plates and an identification card, visit Parking and Transportation Services to obtain your EWU disability parking permit. Parking and Transportation Services will make a copy of your identification card and placard for purposes of record keeping.
Disability permits are charged at the fringe pricing rate. They can be purchased annually, quarterly, weekly or daily, according to the duration of time before expiration of the state disability permit.
Parking Meters and Disability Permits
State-issued disability license plate and placard holders may park free at City of Cheney parking meters. Meters on Washington, Elm and Fifth streets are under city of Cheney jurisdiction. A valid disability license plate or placard must be posted and visible.
EWU Parking Lot Disability Permit
When parking in a campus parking lot an EWU disability parking permit is required. Parking Meters within EWU parking lots must be paid even with an ADA placard.
